What does UL listed mean? UL listed means a product has been tested by UL to a published safety standard, is recorded in UL's public certification directory under a file number, and is made under UL's ongoing factory inspections. The UL mark on the product is the maker's authorised claim that it belongs to that listing.

In India, you will meet the term most often in specifications for data centres, oil and gas, multinational factories and export projects, where the owner's standards follow US codes. This guide explains what UL listing covers and how it differs from "UL recognized", "UL classified" and "UL 467 compliant". It also covers how UL relates to BIS certification and how to check a listing yourself. If you need UL listed earthing for a project, see our page as a UL listed copper bonded rod manufacturer.

Quick Answer: UL Listed Meaning at a Glance

Who UL is: Underwriters Laboratories, a US safety science organisation founded in 1894. Testing and certification are done by UL Solutions; standards are developed by UL Standards & Engagement.

What "listed" means: tested to a UL standard, recorded under a UL file number, and made under periodic UL factory inspection.

What it is not:"UL approved" is not a real UL term. Only the authority having jurisdiction approves an installation.

How to check: search the file number in UL Product iQ, UL's free online directory.

In India: UL listing is not a legal requirement. It is required when a project specification calls for it. It does not replace BIS certification where a Quality Control Order applies.

What Is UL? Underwriters Laboratories Explained

UL stands for Underwriters Laboratories, founded in Chicago in 1894 to test electrical products for fire and shock hazards. Today the work is split between two organisations:

OrganisationRole
UL SolutionsTests, inspects and certifies products, and runs the UL marks and the Product iQ directory
UL Standards & Engagement (ULSE)Develops UL standards, such as UL 467 for grounding and bonding equipment

UL is one of several organisations that the US Occupational Safety and Health Administration (OSHA) recognises as a Nationally Recognized Testing Laboratory (NRTL). Others include CSA Group and Intertek (ETL mark).

What UL Listing Means: The UL Certification Process

A product becomes UL listed through third-party certification in four stages:

1

Application: the maker submits the product and its construction details to UL Solutions.

2

Testing: UL tests samples against the relevant UL standard for hazards such as fire, electric shock and mechanical failure.

3

Listing: if the samples pass, UL records the product under the maker's file number in its public directory, within a product category.

4

Follow-up service: UL inspectors make periodic, unannounced factory visits to check that production still matches the tested samples. The maker may apply the UL mark only while the listing is active.

The follow-up step is what separates a listing from a one-time test report. A test report says a sample passed on one day; a listing says production is still being checked.

What UL listing covers

The specific models and sizes recorded in the listing, not the maker's whole range.

Use as described in the listing and its instructions.

Safety to the named standard. It is not a general quality rating or a performance guarantee beyond that standard.

How Long Does UL Listing Take, and What Does It Cost?

There is no fixed price or timeline; both depend on the product, the standard and how ready the maker is. As a rough guide:

FactorWhat drives it
TimeOften several weeks for a simple product already designed to the standard, and several months for complex products or where design changes are needed
Testing and evaluation costNumber of models and sizes, number of tests, and whether samples fail and need retesting
Initial factory inspectionRequired before the mark can be used
Ongoing costAnnual fees and the cost of UL's follow-up inspections for as long as the listing is kept

This is why listed products usually cost more than non-listed ones: the price includes testing, inspection and the work to keep the listing valid. UL Solutions has offices and laboratories in India, so Indian makers can apply locally.

What the UL Mark on a Product Tells You

A genuine UL certification mark appears on the product itself, and sometimes on its packaging. Depending on age and type, it may show:

The UL symbol (the letters UL in a circle).

The word "Listed", "Classified" or "Certified".

The product category or name.

A control number, file number or other unique identifier.

Country markers, such as "US", "C" for Canada, or both.

Since 2013, UL has offered an enhanced mark that reads "UL Certified" and lists the certified attributes, such as safety, with country codes and a unique identifier. A "smart" version adds a QR code that links to a certification page. UL treats "Certified" as covering both Listed and Classified, and the older Listing and Classification marks remain valid.

UL Listed Sticker or Label: How to Tell If It Is Genuine

A "UL listed sticker" is the UL mark applied to the product as a label, a stamp, a moulded mark or, on some product categories, a UL holographic label. A genuine mark is applied at the factory under UL's follow-up service, not added later by a trader.

Check these five points

1

It is on the product, not only on the box, brochure or website.

2

It says Listed, Classified or Certified, not just a UL logo on its own.

3

It carries an identifier, such as a control number, file number or unique ID, and the product name or category.

4

The maker matches. The maker's name or trademark on the product matches the company in the UL file in Product iQ.

5

The product type and size match the listing. A genuine mark on a different product does not transfer.

Counterfeit UL marks do exist. If a mark looks printed on later, is on a loose sticker, or the file number does not match, ask the supplier to explain in writing. Report suspected counterfeits to UL Solutions.

UL Mark Types: Listed, Recognized, Classified and Certified

The four marks look alike but mean different things. In short, listed and classified products can be installed in the field; recognized components are meant to be built into other products.

MarkWhat it coversTypical exampleAccepted as "listed" under the NEC?
UL ListedA complete, stand-alone product tested for its foreseeable hazardsGround rods, cables, panelboards, luminairesYes
UL ClassifiedA product tested only for specific hazards, properties or usesFire-rated doors, fire-stop systemsYes
UL Recognized ComponentA part meant to be built into another product, evaluated for that useInternal power supplies, switches, insulation materialsNo, not on its own
UL Certified (enhanced mark)A newer mark design that can carry Listed or Classified certificationsAny product category that has switched to the enhanced markYes, same meaning as Listed or Classified
UL VerifiedA verified marketing or performance claim"Low-VOC", energy or durability claimsNo; it is not a safety certification

UL Listed vs UL Certified: Is There a Difference?

In practice, no. "UL Certified" is the word used on UL's enhanced mark, introduced in 2013, and UL treats it as covering both Listed and Classified products. A product marked "UL Certified" meets the same code definition of "listed" as one marked "UL Listed".

"UL Listed" mark"UL Certified" (enhanced) mark
MeaningProduct is listed by ULProduct is listed or classified by UL
DesignUL symbol, "Listed", product name, control numberUL symbol, "Certified", certified attributes (such as safety), country codes, unique ID; optional QR code
Still valid?YesYes
Meets a "UL listed" specificationYesYes, if the file shows a listing for the product
How to checkFile number in Product iQUnique ID or file number in Product iQ, or scan the QR code on smart marks

The word "certified" on its own in a supplier's brochure is different. It proves nothing unless it comes with a UL file number you can check.

"UL Listed" vs "UL Approved" vs "Built to UL Standards"

Buyers in India often see wording that sounds like UL listing but is not.

Wording on a datasheet or quoteWhat it meansDoes it meet a "UL listed" specification?
UL listed, UL File No. E123456 [example format]Certified by UL; checkable in Product iQYes, if the file covers the product and size supplied
UL approvedNot a UL term; UL lists or certifies but does not approveAsk for the file number; the wording alone proves nothing
Built to UL 467, designed to UL standards, UL 467 compliant, UL gradeThe maker's own claim that it follows the standardNo; there is no UL certification or follow-up inspection behind it
Made with UL recognized componentsSome parts are recognized; the finished product is not listedNo
Tested in a lab to UL 467A one-time test report, possibly from a non-UL labNo; a test report is not a listing

Rule of thumb: no file number, no listing.

UL Listed vs Non-UL Listed Products

The difference between UL listed and non-UL listed products is proof, not necessarily quality. A listed product comes with independent evidence that it met a safety standard and is still being checked at the factory. An unlisted product may be safe, or certified by another laboratory or by BIS, but it carries no UL evidence.

UL listed productNon-UL listed product
Independent safety testingYes, by UL to a named standardNot by UL; may be tested by another lab, by BIS, or not at all
Factory follow-up inspectionsYes, by ULDepends on any other certification it holds
Public record you can checkYes, the file in Product iQOnly if another certifier publishes one
Mark on the productUL Listed, Classified or Certified markNone from UL; may carry ISI, ETL, CSA or CE marks
Meets a "UL listed" specificationYes, if the file covers the productNo
Insurance and inspectionEasier for inspectors and insurers to acceptMay need extra evidence or a field evaluation
PriceUsually higher, because of testing and inspection costsUsually lower

When an unlisted product is offered, ask what certification it does have and whether your specification accepts it.

Does UL Listed Mean Safe? Is UL Listing Important?

Does UL listed mean safe? Listing means the product met UL's safety standard for reasonably foreseeable hazards, such as fire and electric shock, when installed and used as intended. It greatly lowers risk, but it is not a guarantee: misuse, wrong installation, damage or a counterfeit mark can still make a listed product unsafe.

Is UL listing important? It is important when:

your project specification, owner's standard or export contract asks for it;

an inspector, consultant or insurer needs independent evidence of safety;

you are comparing similar products and want one with a checkable record;

the product is installed where failure is costly, such as data centres, hospitals and plants.

Where none of these apply, and the product carries the BIS certification Indian law requires, UL listing is a useful extra rather than a must-have.

Does UL listed mean fire rated? No. A listed electrical product has been tested so that it does not start a fire or cause shock in normal and fault conditions. A fire rating is different: it shows how long a wall, door, floor or fire-stop system resists fire, and comes from separate UL fire-resistance tests, usually as a UL classified or certified design. Check for a fire-rating listing or classification if the specification asks for one.

Why Specifications Ask for Listed Products: the NEC and NRTLs

The US National Electrical Code (NEC, NFPA 70) asks for many products to be "listed". Article 100 defines listed equipment as equipment included in a list published by an organisation that evaluates products and periodically inspects their production. That organisation must also be acceptable to the authority having jurisdiction (AHJ), meaning the inspector, consultant or body that approves the installation. UL listing is the best-known way to meet that definition.

Three points matter for specifications:

"Listed" in a code is not the same as "UL listed". A listing from another NRTL, such as CSA or Intertek, can also meet a code's “listed” requirement if the authority having jurisdiction accepts it. A specification that names UL specifically needs UL.

Approval belongs to the authority having jurisdiction. The NEC defines "approved" as acceptable to that authority. A listing gives the inspector or consultant evidence to approve; it does not approve on its own.

Listed products must be installed as listed. NEC 110.3(B) requires listed equipment to be installed and used according to the instructions in its listing.

Many owners outside the US, including multinational companies in India, write these same rules into their own engineering standards, which is how UL certification requirements reach Indian tenders.

UL vs ETL vs CSA: Is UL Listed Better Than ETL?

UL listed is not automatically better than ETL listed. Intertek (ETL mark) and CSA Group are also recognised by OSHA in the US as Nationally Recognized Testing Laboratories, and they often test to the same UL standards. OSHA treats laboratories recognised for the same test standard as equally capable of certifying to it.

Meets a specification that names ULYesNo, unless the specification allows "or equivalent"No, unless the specification allows "or equivalent"
Where to checkUL Product iQIntertek's online directory of listed productsCSA Group's certified product listings

The practical difference is what your specification says. If it names UL, you need UL. If it says "listed by a Nationally Recognized Testing Laboratory", ETL or CSA listings to the same standard may be accepted.

Is UL Listing Required in India? UL vs BIS and the ISI Mark

No, UL listing is not a legal requirement in India. It becomes a requirement only when a project specification, an owner's standard or an export contract asks for it.

BIS certification is different. Where the Government has issued a Quality Control Order (QCO), products must carry BIS certification (the ISI mark or a BIS registration) to be sold or imported. A UL listing does not replace it.

BIS reports more than 450 products under compulsory certification, and many electrical products fall under the Electrical Equipment (Quality Control) Order, 2020.

UL listingBIS certification
Issued byUL Solutions (private, US-based)Bureau of Indian Standards (Government of India)
Based onUL standards, such as UL 467Indian Standards, such as the relevant IS for the product
Legal status in IndiaVoluntary; required only by specification or contractCompulsory for products under a QCO; voluntary for others
MarkUL Listed, Classified or Certified markISI mark or BIS registration mark

Typical Indian useData centres, oil and gas, multinational and export projectsProducts sold in the Indian market, government and utility tenders

Some products carry both. Check the project specification to see which it asks for; where a QCO applies, BIS certification is needed either way.

UL vs CE vs ISI vs ISO 9001: What Each Mark Proves

Buyers in India often see several marks on one datasheet. They prove different things.

MarkWho issues itWhat it provesIs it product safety certification?
UL Listed / CertifiedUL SolutionsProduct tested to a UL safety standard, with factory follow-upYes
ISI mark / BIS registrationBureau of Indian StandardsProduct conforms to the relevant Indian Standard; compulsory under a QCOYes
CE markUsually the maker's own declaration (a notified body is needed only for some product types)Product meets EU directives for sale in EuropeUsually self-declared, not third-party
ISO 9001A certification bodyThe company runs a quality management systemNo; it certifies the company's processes, not the product

An ISO 9001 certificate is a good sign of a well-run factory. It is not a substitute for UL listing or BIS certification when a specification asks for a certified product.

Where Indian Projects Require UL Certification

SectorWhy UL listing is specified
Data centresGlobal operators use one specification across all sites, usually based on the NEC
Oil, gas and petrochemicalInternational owner and EPC specifications
Multinational factories and campusesCorporate engineering standards require listed electrical parts
Export and overseas projects by Indian EPCsUS and many Middle East specifications
Fire protection and life safetySprinkler, alarm and fire-stop products are often specified UL listed or FM approved
Solar and renewable energySome lender and owner specifications call for UL listed parts

In earthing, this most often means UL listed ground rods, clamps and connectors to UL 467, installed to a design that also follows IS 3043.

How to Check a UL Listing in Product iQ

You can check any UL listing yourself in about five minutes:

1

Get the file number from the supplier's quotation or datasheet. It usually starts with a letter, such as “E”, followed by digits.

2

Open UL Product iQ at productiq.ulprospector.com and create a free account on your first visit.

3

Search the file number, or the company name, product type or model number.

4

Check the company name. It should match the maker of the product you are buying, or the brand it is sold under.

5

Check the category and models. The product type, sizes and models you are ordering should appear in the listing.

6

Check the product on delivery. It should carry the UL mark, and the maker's name or trademark should match the listing.

If the file number does not appear, appears under a different company, or does not cover your product, treat the product as unlisted until the supplier explains in writing. UL Solutions' customer experience centre can also confirm whether a certification is valid.

What UL Listed Means for Electrical Products and Lighting

A UL listing means the same thing for every product: tested to a UL standard, recorded under a file number and checked at the factory. What changes is which standard applies and which hazards are tested.

ProductTypical UL standardWhat the listing checks
Wires and cablesUL 83 (thermoplastic-insulated wire), UL 44 (thermoset)Insulation, heat, flame spread, conductor size
Circuit breakers (moulded case)UL 489Tripping, interrupting rating, temperature rise
PanelboardsUL 67Construction, short-circuit rating, spacing
Luminaires (light fittings)UL 1598Heat, wiring, enclosure, location rating
LED drivers and LED equipmentUL 8750Electrical safety of LED drivers and modules
Ground rods, clamps and connectorsUL 467Coating, adhesion, dimensions, current and marking

What does UL listed mean for lighting? A listed light fitting has been tested for heat, wiring and electrical safety, and its listing states where it may be used: dry, damp or wet locations. A fitting listed for dry locations is not listed for outdoor use, even though it carries a UL mark.

What does UL listed mean for electrical products in general? It means the product can be installed in the field according to its instructions and the electrical code, and an inspector can rely on the listing as evidence of safety. Products that are only UL recognized are meant to be built into other equipment, not installed on their own.

Examples of UL listed products include extension cords, smoke alarms, circuit breakers, panelboards, cables, light fittings, surge protective devices, batteries, appliances and earthing materials such as ground rods. To find a specific product, search the category or model in UL Product iQ.

Example: What UL Listing Means for an Earthing Rod

Take a copper bonded ground rod. Two rods may look identical on site. The difference is the proof behind them.

CheckUL listed copper bonded rodRod described as "UL 467 compliant"
Tested by UL to UL 467YesNot necessarily
UL file number in Product iQYesNo
Periodic UL factory inspectionYesNo
UL mark on the rodYes, near the top endNo
Accepted where the specification says "UL listed"YesUsually rejected at submittal

UL 467 checks ground rods for points such as copper coating thickness, adhesion of the copper to the steel, dimensions and marking. For sizes, coating and how to choose a rod, see our UL 467 listed ground rods. If your specification does not call for UL listing, standard copper bonded earth rods built to IS 3043 may be more economical.

To compare rod materials and sizes in more depth, read Copper Bonded vs GI Earth Electrode and Copper Bonded Earth Electrode: Types, Specifications and Uses. For earthing in dry or rocky soil, see What Is Chemical Earthing?

Need UL listed copper bonded rods for a project? SG Power supplies UL 467 listed rods in 14, 17, 20 and 25 mm diameters, with the UL listing, datasheet and test certificates ready for submittal.

Common Misunderstandings About UL Listing

"A listing covers the maker’s whole range." Only the models and sizes in the listing are covered.

"A UL test report is the same as a listing." A report covers samples on one date; a listing adds the file and factory follow-up.

"A UL mark means best quality." It means the product met a safety standard. Performance, life and price still need comparing.

"UL listing replaces BIS." Not for products under a Quality Control Order.

"Any UL mark will do." A Recognized Component mark on its own does not meet a "listed" requirement for field-installed products.

"A listing lasts forever." Listings can be withdrawn or lapse. Check Product iQ close to the order date.

Key Takeaways

UL listed means tested by UL to a safety standard, recorded under a file number, and made under UL factory inspections.

UL certified on the newer mark means the same; UL recognized is for parts inside other products; UL approved is not a real UL term.

No file number, no listing. Check every claim in UL Product iQ, including the exact model and size.

UL is not the only listing laboratory.ETL and CSA listings can meet a code's "listed" requirement; only a UL listing meets a specification that names UL.

In India, UL listing is required only by specification or contract. BIS certification is compulsory for products under a Quality Control Order, with or without UL.

For earthing, listed copper bonded ground rods are certified to UL 467 and carry the UL mark near the top of each rod.
